The Engineering Asset Management Research Center at the Libyan Academy is established facilitate understanding and solving problems related to the management of critical assets in production and service institutions and infrastructure institutions. This center can link and integrate training and scientific research with the processes of assessing and auditing critical assets in institutions and infrastructure facilities, planning and monitoring their life cycle activities, and creating standards to control them with the aim of preserving them and exploiting them optimally, avoiding risks and disasters, making them resilient and achieving the strategic objectives of institutions/corporations. This may be achieved by conducting training, education, research and employing technologies that seek to develop the processes of design, acquisition (selection and contracting), operation, maintenance, and replacement/replacement.

The field of engineering asset management brings together the interaction and integration of multiple disciplines (all engineering disciplines, management, informatics, technology, economics, and finance), directing training and academic achievement, use of technology and conducting scientific research and master’s and doctoral studies to contribute significantly to understanding the problem(s) that leads to poor performance or leads to premature depreciation of assets or leads to disasters. Such holistic engineering asset management approach contributes to sustainability through resilience of assets by avoiding risks and disasters and overcoming some obstacles or barriers that often lead to insufficient funding provided to budgets to maintain the appropriate condition of assets during their functional life. 

Description



The purpose of the EAM-RC is enabling the integration of training and scientific research efforts to serve the need of institutions/corporations in the Libyan State and African region to avoid premature deterioration, risks or disasters and maintain the appropriate condition of assets such as dams, bridges, power stations, gas or oil or water pipelines, rods, airports, factories, hospitals, railway, trains or other major infrastructure or any critical equipment in the service or production industry and thus contributing to the sustainable development in the Libyan State and African region. Coordination with relevant entities such as Ministry of Labor, production and service institutions and infrastructure institutions for participation and funding will enable the integration of training to upgrade capabilities, and coordination with research bodies such as the Libyan Authority for Scientific Research for participation and funding will enable the integration of scientific studies/research efforts to contribute to the sustainable development of the Libyan state.

Message


  • Conducting awareness, rationalization, training/education programs and employing technology in the field of engineering asset management to develop the capabilities of universities graduates and human cadres in institutions/corporations.
  • Conducting scientific research and using it to understand the problems of institutions/corporations that lead to low performance of assets, premature wear and tear, or risks/disasters.
  • Activating research results to contribute to overcoming these problems, achieving optimal performance, and maintaining assets in an effective functional state while prolonging their functional life and avoid risks/disasters.
  • Publishing research and studies in internationally reputable periodicals that are recognized in international classifications.

Goals


The center aims to foster training, higher education, technology employment and scientific research to be cooperative and complementary with the functions of institutions/corporations in Libya and African region for sustainable development. This can be maintained through assessing the condition of critical assets and develop these assets with the aim of optimally exploiting them to achieve targeted performance and maintain their good condition during their functional life and avoid risks and disasters resulting from their mismanagement. The main objectives of the center are as follows:

1.    Establishing training programs and technology employment programs in coordination with the targeted productive and service institutions and infrastructure institutions. These programs aim at developing and enhancing the capabilities of university graduates and cadres working in the institutions/corporations and establishing/developing, organizing and monitoring integrated engineering asset management in the required manner according to international standards for asset management (e.g. ISO 55000, PAS55), risk standards (e.g. AS/NZS 4360:2004, ISO/DIS 31000) and providing the relevant technology (e.g. EAM MMS & ERP). Participants are encouraged by accrediting these programs with postgraduate certificates in the Libyan Academy for Postgraduate Studies.

2.    Cooperation with relevant schools and departments of the Libyan Academy for Postgraduate Studies and/or faculties and departments of other universities. This cooperation enhance employment of PhD scientific research programs and postgraduate studies projects to develop engineering asset management so that it contributes to solving the problems of the targeted production and service institutions and infrastructure institutions.

3.    Cooperating with international universities, research centers, UNESCO and international organizations specialized in the field of engineering asset management. This cooperation allows joint engineering asset management research, supervision, exchange of experiences, research financing, conducting scientific conferences, workshops, and joint publication, as well as inviting companies that manufacture and supply the most important assets to participate in these scientific conferences and cooperate with the Engineering Asset Management Research Center. It also assist in publishing results in prestigious periodicals that are recognized in international classifications.

4.    Establish Engineering Asset Management Master Program in the Libyan Academy for Postgraduate Studies. This program can serve in preparing university graduates and human resources/cadres in institutions/corporations to be professionally qualified on a broad scale to work in the field of engineering assets management. It also increase employment opportunities for participants in asset/infrastructure related institutions/corporations.
